Version 1.0 of the Artificial Intelligence Safety Governance Framework released

On September 9, at the main forum of the 2024 National Cybersecurity Awareness Week, the National Cybersecurity Standardization Technical Committee (hereinafter referred to as "NCSSTC") released Version 1.0 of the Artificial Intelligence Security Governance Framework.

Implementing the Global Initiative on Artificial Intelligence Governance, CNSA researched and formulated the Framework for Artificial Intelligence Safety Governance (hereinafter referred to as the Framework). With the encouragement of AI innovation and development as the first priority, and effective prevention and resolution of AI security risks as the starting and ending point, the Framework puts forward the principles of AI security governance, such as being inclusive and prudent, ensuring safety, risk-oriented and agile governance, combining technology and management, collaborative response, open cooperation and common governance and sharing. In accordance with the concept of risk management, the Framework closely integrates the characteristics of AI technology, analyzes the sources and manifestations of AI risks, and puts forward corresponding technical countermeasures and comprehensive prevention and control measures, as well as guidelines for the safe development and application of AI, with respect to the endogenous security risks of model algorithm security, data security, and system security, as well as the application security risks of the network domain, the reality domain, the cognitive domain, and the ethical domain.

The main person in charge of the Secretariat of the Internet Security Standards Committee said that the release of the Framework Version 1.0 has an important facilitating effect on promoting the active participation of all parties in society and collaborating to promote the safety governance of AI, and it provides a fundamental and framework technical guide for fostering a safe, reliable, fair, and transparent ecology for the research and development and application of AI technologies, and promoting the healthy development and standardized application of AI. At the same time, it also helps to promote international cooperation on AI safety governance on a global scale, promote the formation of a global AI governance system with broad consensus, and ensure that AI technology benefits mankind.
