ElevenLabs' Expansion in Asia: Where Do Its Voice AI Customers Come From?

Voice AIHow can you find companies in Asia that are willing to pay on an ongoing basis?ElevenLabsA recent series of moves offers some clues: On October 6, the company’s co-founder, Mati Staniszewski, told Reuters that the company plans to invest hundreds of millions of dollars in India; On October 8, the company announced the opening of an office in Singapore to serve as its Southeast Asian hub. The former remains an investment plan, with no specific amount disclosed; the latter brings the local team closer to regional clients.Reuters reported,Singapore Announcement

When viewed together, these two developments carry greater commercial significance than simply adding a few new languages. For voice models to be included in corporate budgets, they must integrate with phone systems, perform specific business tasks, meet deployment requirements, and have personnel available to assist with implementation. The expansion into Asia will test whether the model’s capabilities can be transformed into a service that customers are willing to purchase and can use reliably.

India aims to expand its operations, while Singapore seeks to be closer to its regional customers

According to Reuters, the investment plan for India will be used to expand the local team, develop models, and support Indian languages. The company’s head in India also revealed that it has partnered with 250 local businesses, with AI agents handling 100 million conversations annually across 14 Indian languages. These figures are based on the company’s official statements to the media; they should not be considered independently audited revenue, and the company did not disclose the payment amounts for each business.

The key area that requires continued monitoring is how the volume of interactions translates into contract value. A simple greeting and a successfully resolved after-sales issue may both be recorded as conversations, but they differ in terms of the resources consumed, the manual labor they replace, and the price customers are willing to pay. The number of customers reflects reach but is insufficient to demonstrate renewal rates or profit levels. Investment plans must also go through recruitment, delivery, and customer adoption before they translate into stable output.

The arrangement in Singapore reveals a different focus. The customer use cases listed in the official announcement include Funding Societies screening sales leads across five markets, with human agents then taking over the subsequent conversations. This is a business process with clearly defined handoff points. From this, we can infer that the value of the regional teams lies in helping clients integrate AI into their existing workflows and gradually scale repeatable deployments—rather than merely demonstrating the technology’s capabilities.

Language skills must hold up during actual phone calls.

ElevenLabs atIndian Companies PageIt emphasizes local accents, “Hinglish” (a mix of Hindi and English), and noisy call environments. These details determine whether order numbers, addresses, amounts, and changes in user intent made mid-call can be understood. For customer service representatives, a natural opening line is easy to demonstrate, but it’s the ability to consistently verify information and provide explanations that ultimately determines whether a solution is worth implementing.

Language adaptation must therefore be integrated with business testing. A cross-border e-commerce after-sales team can start by using specific scenarios—such as returns and shipping delays—to evaluate recognition and processing performance across different accents. Testing should also include interruptions, repetitions, silences, and unstable network connections. Relying solely on short sentences spoken with standard pronunciation makes it difficult to anticipate the actual issues that will arise during peak periods.

From the official websiteThe Meesho Case StudyThis provides a relatively clear example: the e-commerce platform uses a voice bot to handle orders and delivery inquiries in Hindi and English. The case study was published by a vendor, so its effectiveness should still be evaluated in light of that source; however, it at least illustrates that businesses can start by applying AI to high-frequency service processes with well-defined boundaries, rather than having AI handle every issue from the outset.

Only when calls can be received will the project have a chance to move beyond the trial phase.

The deployment capabilities listed on the official Indian website also include integration with telecommunications service providers such as Ozonetel, Exotel, and Plivo, as well as call routing to live agents and integration with enterprise systems. The company also provides deployment engineering support to assist customers with implementing, testing, and optimizing voice bots in production environments. The key business focus here is to include work beyond the model interface in the delivery.

Companies typically already have telephone numbers, call routing, customer service ticket systems, and customer information systems in place. If a new tool requires these processes to be rebuilt, the switching costs for the purchasing organization will increase. Conversely, the ability to leverage existing systems and escalate complex issues to the appropriate personnel makes it easier to transition from a limited pilot to routine operations.

However, the implementation team also incurs costs. If each client requires a significant amount of customization, revenue growth may not necessarily lead to a corresponding improvement in profitability. To assess the business quality of such companies, it is important to distinguish between reusable connectors and one-time project work. The ability to shorten deployment cycles and the amount of manual maintenance required after launch are better indicators of scalability than the number of trial customers signed up.

Data residency is becoming a standard part of corporate contracts

ElevenLabs was launched in July 2026Data Residency in Singapore...providing enterprise customers with capabilities such as on-premises inference and storage, as well as zero-retention options. Data residency in India has been in place since as early asJuly 2025Published. They indicate that this round of office and investment expansion builds on existing on-premises capabilities and did not begin the same day the company entered the market.

These capabilities have the potential to alleviate enterprises“ concerns about data processing locations and response latency, while also enabling vendors to offer a more comprehensive portfolio of enterprise services. However, ”support for on-premises deployment” does not mean that all features, external models, and business connections automatically adhere to the same arrangement. During the procurement process, it is still necessary to verify the specific scope of enablement, log retention, access permissions, and the processing paths for related services.

Therefore, data residency can help a project move forward to the evaluation stage, but it cannot replace the client’s own security review. This is especially true for clients in industries such as banking and healthcare. What a corporate contract must truly specify is: which data is entrusted to whom for processing, who is responsible in the event of an anomaly, and how to suspend services and revert to manual processing when necessary. These provisions affect whether the procurement process can move forward and also influence the scope of use after the contract is signed.

Chinese companies expanding overseas can start with a quantifiable scenario

For Chinese voice AI providers, this series of moves suggests the proper sequence for expanding into overseas markets. Language capabilities, local telephone channels, and implementation support must be prepared simultaneously. Companies can start by establishing a standard delivery model centered on a single country, a specific customer segment, and a high-frequency process, then expand to meet adjacent needs. If the system has to be redesigned for every new client, it will be difficult to sustain a healthy service business—no matter how high the volume of model calls may be.

For Chinese companies operating in Asia, it is more appropriate to base their selection on their own service metrics. For example, they might conduct a limited pilot for logistics inquiries or appointment confirmations, agreeing in advance on metrics such as task completion rate, transfer-to-human rate, complaint rate, and total cost per successful transaction. During the pilot, a manual fallback option should be maintained, and end users should be made aware that they are interacting with AI to prevent them from mistakenly assuming that natural-sounding responses equate to reliable service.

Both the buyer and the supplier should also include contingencies in the acceptance criteria: what to do if an amount is reported incorrectly; whether a user’s request to switch to manual processing can be executed immediately; and whether commitments should be suspended if the order system becomes unresponsive. Only when these edge cases are thoroughly tested can the time saved on customer service be expected to translate into actual business revenue. Focusing solely on the per-minute voice call rate can easily lead to overlooking telephone charges, system integration costs, and ongoing maintenance expenses.

Whether ElevenLabs’ expansion into Asia will yield the expected returns still depends on how many long-term enterprise contracts these investments ultimately generate. At this stage, what’s most值得 learning from is how the company integrates language, local infrastructure, and deployment support into a single sales proposition. Customers of voice AI tend to be companies that are willing to pay for specific business outcomes but lack the capability to assemble a complete system on their own.
